California bans smoking in cars with minors

Governor Schwarzenegger signed a bill into law yesterday making it up to a $100 fine for smoking in cars where minors are present. It's a secondary violation, meaning that the violation in itself can't prompt a traffic stop. Arkansas (children six and under) and Louisiana (13 and under) are the only other states to adopt similar measures. Here's the New York Times article.

I would just like to know how the age of 6 was determined...I dont understand that one...

Best I remember how that came about was -by law at age 6 a child no longer has to be confined in a carseat.
