Free drinks at Oaklawn and Southland?

The word this afternoon is The Democrat Gazette and KARK are reporting that the ABC has granted permission to Oaklawn and Southland to give free drinks as amenities. I've only received one phone call and then read the post over at Arkansas Blog.

The ABC Regulations and relevant statutes setting out the prohibited practices (Ark. Code Ann. §3-3-201 et seq) don't directly forbid this practice, but this oughta stir a little controversy on the atmosphere (and the games of skill) at the racetracks.
